will there be suspicious blocks perhaps

Both Paradise Lost and the Aether mod have cloud blocks that generate in something like a noodle shape

But normal (moving pass through non block) clouds are made of like huge boxes

Is it just because it is "harder" to make them appear in block shape (cus structure generation stuff)? Or is it more like based on cloud layers? Or simply style choice?(edited)
