I think Ozelot5836 is just waiting for a stable 1.17.1 forge release to update Mannequins and Etched to 1.17.1 He could probably already do the fabric version but he probably wants to release both at the same time.
Since he's doing both fabric and forge

pehkui is compatible with 1.14 to 1.17 on fabric
but thats a rare kind of thing

that's because fabric updates VERY fast compared to forge
forge updates a lot slower, I can only imagine this the case due to absolute spaghetti code
but I haven't looked into the code nor understand code
