Ah yes, this one item you can only obtain in a different, progressionaly unrelated dimension as part of endgame invalidates this earlygame feature.
A more valid thing to compare to would be slow fall, which exhibits very similar behavior
However, slow fall as a potion effect is still unobtainable within the aether due to the lack of phantom membranes
Blaze and nether wart for brewing are more up in the air since you do need to venture nito the nether to access the dimension, however if you were to start and stay in it you could not get it

ok hear me out: elytras literally outclass everything a parachute does and everything that the other capes could provide
barring invisibility and swets (which are both extremely situational), the elytra could do the jobs of every other cape way better
and since elytras r so powerful, its a no brainer to always have an elytra equipped into the cape slot
elytras also do everything parachutes do
so a single elytra renders an entire slot useless
the aethers dungeons also kinda seem endgame ish

elytras are kinda hard to get and parachutes are really easy to get and make it very nice to get around the aether early on

parachutes are early forms of transporation in the fractured landscape of the aether, elytras on the other hand are not obtained until vanilla's endgame
It is like comparing iron and netherite and saying iron is pointless because it is weaker
As for capes
Well, for one ~~wearing an elytra in the cape slot is blasphemy~~ elytras are by default chestplates, requiring external mods to be used in the cape slot
Secondly, and again
The elytra is an endgame armor piece from a dimension you cannot access from the aether nor is majorly relevant to aether progression
Furthermore, those are the old cape designs, changes will come to them as we move into the reborn part of the Aether Reborn
